Congressional Candidates — Camarines Sur

Camarines Sur is one of the provinces that experienced redistricting. From four, the province’s congressional districts increased to five allegedly to give a turf to Presidential son, Datu Arroyo. Kapot na kaya kan Andaya an Primer Distrito, kan Villafuerte an Segundo Distrito, kan mga Fuentebellas an Tercer Distrito asin kan mga Alfelor an ika-apat na Distrito. The creation of the additional district is by virtue of Republic Act 9716.

The new districts of the Camarines Sur and the composition of each district are as follows:

District 1 – composed of: Del Gallego, Ragay, Lupi, Sipocot and Cabusao

District 2 – composed of: Libmanan, Minalabac, Pamplona, Pasacao, San Fernando, Gainza and Milaor

District 3 – composed of: Naga City, Pili, Ocampo, Camaligan, Canaman, Magarao, Bombon, and Calabanga

District 4 – composed of: Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, Sangay, San Jose, Tigaon, Tinambac and Siruma

District 5 – composed of: Iriga City, Baao, Balatan, Bato, Buhi, and Nabua.

The candidates are as follows:

Many are saying that the congressional elections in Camarines Sur are already decided. For the First District, the race is already tilting in favor of Nonoy Andaya; the Second District in favor of Datu Arroyo; the Third District in favor of Luis Villafuerte; and the Fourth District in favor of Noli Fuentebella. The Fifth District, though, is considered to be a battle between Sal Fortuno and Manny Alfelor.

  1. Hi there…I read the above article about the congressional candidates for the new 3rd District of Cam. Sur. You specifically mentioned that the election is in favor of the incumbent congressman, Luis R. Villafuerte. This is not true! A lot of the people from the District are now clamoring for TRUE and POSITIVE CHANGE and not change as promised by these traditional politicians of TRAPOs. And this CHANGE we are after we saw in one of the 3rd District’s congressional candidate, Oscar Arcilla. We heard about his advocacy and political platform and because of this, people from all seven municipalities and from Naga City are rallying behind this non-TRAPO. We love his Servant Leadership Advocacy Program and Servant Leadership Political Platform. Even people from far flung barangays of Calabanga (a Villafuerte bailiwick) are all supporting Arcilla. People from Ocampo, Pili, Canaman, Magarao are also supporting Arcilla. People from Naga are rallying behind Arcilla. He (Oscar Arcilla) and his advocacy is the one we have been longing for in our District. We heard Arcilla present his platform in the PPRCV Congressional Forum in Naga and among the 3 candidates, it was Arcilla that came out to be a non-TRAPO and the hope for TRUE and MEANINGFUL CHANGE in our District. I say, this coming May 10, 2010, Arcilla will win with a landslide! Wanna bet? Thanks and Gob bless

    1. Thanks Nina. As a political scientist, I base my analysis on historical facts, election results, and behavioral analysis. And as a political scientist, I agree that an analysis in one time frame may or may not anymore be applicable in another time frame. 🙂

      I also agree in your note that the people of Third District are already clamoring for change. The same with the rest of the districts in your province and even in the whole region. There are even movements for change that are organized though one isse we have with these is whether or not these movements can be translated into votes. Given the political conditions we have, that remains to be seen. If Arcilla can do that and he wins the elections, then that is a milestone not only for CamSur politics but also for Bicol politics.
