One of those affected by the Congressional District boom is Camarines Norte. Before, there is only one congressional district for the province. According to the 1987 Constitution, a congressional district must have a population of at least 250,000 and according to the 2007 census, Camarines Norte’s population is 513,785.

The province is divided between the Tagalog-speaking towns (District 1) and the Bikol-speaking towns (District 2). The former is composed of Labo, Paracale, Panganiban, Sta. Elena and Capalonga towns; while the latter is composed of San Vicente, Talisay, Vinzons, Mercedes, Basud and San Lorenzo Ruiz. The basis of the division is Republic Act 9725.

District 1

In District 1, expected winner is Unico. Dati siyang congressman (2001-2007) alagad nadaog ni Liwayway Chato sa electoral rematch ninda kan 2007. The first time they fought was in 2004. Lamang si Unico ki 1,222 votes. Nabaliktad ini kan 2007 kun saen si Liwayway Chato naman su naglamang ki 1,753. For 2010, su aki naman ni Liwayway na si Wilfredo Jr. an malaban kay Unico alagad matumba lang ini sa ultimo.

Sa Segundo Distrito, expected winner man si Liwayway Chato. An siste, pagkatapos kan pirilian, su dating magkalaban (Unico and Liwayway Chato) maghahampangan man sana sa Kongreso.
