Mayor Herbie Aguas of Santo Domingo, Albay, is running for Congress in the First District leaving the mayoralty seat open. To ensure that the seat will remain with the family, Joseling Aguas Jr., is running under the Natioalist Peoples’ Coalition (NPC). Contending with him are Vice Mayor Nomar Banda and Noel Estillomo. Banda is running independent while Estillomo is under the Kusog Bikolandia (KB) banner.

The seat to be vacated by Banda are being eyed by Paolo Binas of the Partido Federal ng Pilipinas (PFP) and Marvin Oringo of the Liberal Party (LP).

Fourteen candidates are also attempting to win a seat in the Sangguniang Bayan. Six of these are incumbent councilors.
