Pandan, Catanduanes Mayor Raul Tabirara is seeking reelection under the United Nationalist Alliance (UNA) banner. He is being challenged by Honesto Tabligan of the Partido Federal ng Pilipinas (PFP) and Jose Tudon of the Liberal Party (LP).

Vice Mayor Concordio delos Santos (PFP) is likewise seeking reelection and is facing three challengers — Eric Rodriguez of UNA and independent candidates Restituto de Quiros Jr., and Jesus Sanchez.

23 candidates are also seeking a seat in the Sangguniang Bayan. Five of these are incumbent coucilors.
