After imposing his political strength in 2016 by garnering almost 50% of the votes in a four-cornered mayoralty fight, incumbent Mayor Alan Arandia of Pio Duran, Albay is running unopposed this year. Arandia is under the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) banner.

Incumbent Vice Mayor Appamp Quiroz, meanwhile, is being challenged by one of Arandia’s 2016 competitors, Henry Callope. Quiroz is also under PDP-Laban while Callope is running as independent.

Meanwhile,  23 candidates are competing in the eight-seat council. Five of these are incumbent councilors.
