Mayor Jesse Robredo in the DILG

After a long wait, former Naga City Mayor Jesse Robredo now sits as the Secretary of the Department of Interior and Local Government (DILG). Marurumduman na an puwesto pinag-iinteresan man ni Vice President Jejomar Binay.

According to the DILG website, Robredo’s qualifications include the following:

Sec. Robredo is a multi-awarded local chief executive of Naga City. Under his leadership, Naga has transformed into a premier city in the Bicol Region. He was cited by Asiaweek Magazine in 1999 for transforming Naga City from a lethargic Philippine city into one of the Most Improved Cities in Asia.

He is a mechanical and industrial engineering graduate of De La Salle University and finished his Masters in Business Administration at the University of the Philippines. He is also an Edward Mason Fellow and a graduate of Masters in Public Administration at the John F. Kennedy School of Government at the Harvard University.

Robredo is a 2000 Ramon Magsaysay Awardee (Asia’s Nobel Prize) for Government Service and recipient of the 1996 Outstanding Young Persons of the World award. Now, he is in the short list of the World Mayor Prize.

With Robredo in the DILG, many are expecting that the plights of Bicolano local government officials will also be considered. It should be noted that most local governments in Bicol are dependent on the internal revenue allotments and as such, local chief executives are always walking on the line just to be able to balance their resources. Hence, one of the things that Robredo can do is to look into the possible redistribution of the IRA, and to formulate policies that makes LGUs aggressive in generating and tapping other resources. Kan panahon pa si Robredo, nahiling ta man an saiyang mga inisyatiba sa mga bagay na arog kaini kaya ini-expectar ta na makakatabang nin marhay an saiyang ekeperiensiya sa pagmaniobra kan Ciudad kan Naga.

Bicol Politics: The Case of Naga City Part 2

An hapot: ano an posibleng eksplinasyon kan kakaibang political maturity sa Naga City?

As mentioned, Naga portrays a different political culture. Aside from the “ubos kun ubos” election mentality, medyo dakul an political Centrists asin Center Leftists sa lugar kasabay na diyan an mga Social Democrats, Democratic Socialists asin independent Socialists as opposed to other areas and key cities in the Bicol Region which is dominated by National Democrats and other members of the extreme Left. So why this uniqueness?

If we are going to dissect the Nagaueno culture, we can see three institutions organic in Naga City: Religion/Penafrancia, Ateneo and other educational institutions, and the Rizal Park. All of these played a great role in shaping the culture of the Nagauenos and eventually, their political mentality. In a sense, puwede nganing sabihon na tama si Karl Marx kan sinabi niyang “Die Religion … ist das Opium des Volkes” (Religion is the opiate of the people).

In another sense, though, puwedeng sabihon na dai aplikable an sinabi ni Karl Marx. The liberal education  being espoused by Ateneo and other schools in the city  has neutralized the effects of religion. Katunayan, mahihiling niyato an pagiging aktibo kan siyudad sa mga bagay na pang-ekonomiya (arog kan komersiyo),  pang-kultura (i.e., presence of literary artists), asin iba pa. Yaon man sa Naga an aktibong presensiya kan mga civil society organizations, and civic-oriented organizations.

Third, we can also see the effect of the Rizal Park in the lives of the Nagauenos. Bako lang an mga nagdedebate an nakakaukod. Siring man an mga miron.

Bicol Politics: The Case of Naga City

The past days were very busy days for me. No, I did not do a poll on the credibility rating of Jun Lozada. Neither did I prepare analysis for the crisis that Gloria Arroyo is facing once again. There was just this friend from the US who had requests that I have to attend to one of which involves the Bicol Region.

Ining amiga tang ini saro man na parasurat. Currently, she is engaged in a research on the electoral violence in the Philippines. Siyempre dahil second an Bicol sa may halangkaw na insidente ki election violence, I was forced to sit with her in an interview. In the course of the interview, naihapot niya an pagiging iba kan Naga City sa ibang lugar sa Bicol.

Ibinoboto giraray an sarong pulitiko dahil sa magayon niyang performance. Siring ni Robredo na dai man matawadan an mga naginibo mala ngani ta sikat siya bako lang sa rehiyon kundi maging sa luwas kan nasyon.

Kaya lang, sarong bisita niyato na hale sa Indonesia an naghapot: Bako kaya epekto man kan patronage politics an “ubos kun ubos”?

And Robredo siya dahil gusto niya. Hapoton mo kun niyata an simbag, basta gusto lang niya. Hapoton mo man kun may naitabang si Robredo sa buhay niya an simbag, wara. Basta gusto lang niyang suportahan si Robredo –a kind of support that is not coming from reason but from blind adherence to the person. As to how many are these people are, dai ta pa aram. But if they compose a larger portion of the population, puwedeng tama su Indonesian na bisita niyato. Robredo has become a charismatic leader and that sooner or later, he might become a patron … a prelude to traditional politics.

Sarong man na eksplinasyon sa ubos kun ubos iyo an political maturity. Mala ta kun hihilingon, mas aktibo politically an mga taga-Naga.
