Edcel Castelar Lagman, a distinguished Filipino lawmaker and steadfast human rights advocate, passed away on January 30, 2025, at the age of 82 due to cardiac arrest. Born on May 1, 1942, Lagman dedicated his life to public service and the defense of civil liberties.

A native of Tabaco, Albay, Lagman earned his Bachelor of Arts, graduating cum laude in 1962, and his Bachelor of Laws in 1966 from the University of the Philippines–Diliman. He served as editor of the UP Law Register and managing editor of the Philippine Collegian during his academic tenure. In recognition of his contributions, he was awarded an Honoris Causa, Doctor of Humanities by Bicol University in 2013. In 2022 he was named Most Outstanding Alumnus of the University of the Philippines.
Lagman’s political career spanned several decades, beginning as the Undersecretary of the Department of Budget and Management in 1986 under President Corazon Aquino. He was first elected as the representative of Albay’s First District in 1987, serving multiple terms and holding key positions, including Minority Floor Leader of the House of Representatives.Rep. Lagman was a Member of Congress for a total of 29 years from 1987 to 1998; 2004 to 2013; and 2016 to 2025.
He has authored landmark laws, including, among others: the Responsible Parenthood and Reproductive Health Law (R.A. 10454); Comprehensive Agrarian Reform Law (R.A. 6657); Abolition of the Death Penalty (R.A. 9346); a triumvirate of human rights statutes comprised of the Compensation to Martial Law Victims (R.A. 10368), Criminalization of Enforced Disappearance (R.A. 10353), and Anti-Torture Act (R.A. 9745); and the Prevention of Child Marriage Law (RA 11596).
He was also the principal author of the Reinstitution of Absolute Divorce bill; Prevention of Teenage Pregnancy bill; the Human Rights Defenders bill; and Anti-Red Tagging bill, among other progressive legislation.
A genuine statesman, Rep. Lagman was known for his legal acumen and debating skills, as well as for his incomparable work ethic. A true public servant, he took great pride in his perfect attendance and was one of the shining lights of Philippine politics.
Edcel Lagman’s life and work remain a testament to his enduring commitment to the Filipino people and the principles of justice and equality.
