Naga City and Legazpi ranked first and second, respectively, in the 2023 rankings for highly competitive component cities in the country. Naga City’s competitive index ranking is 55.58 while Legazpi City’s index score is 51.61.
The index scores are based on the sum of their scores on 4 Pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency and Innovation. Naga generated a score of 8.02 for Economic Dynamism; 11.46 for Government Efficiency; 10.95 for Infrastructure; 14.70 for Resiliency; and, 10.56 for Innovation.
Legazpi City, meanwhile, generated 8.40 for Economic Dynamism; 11.79 for Government Efficiency; 8.96 for Government Infrastructure; 12.50 for Infrastructure; and, 9.97 for Innovation.
The Cities and Municipalities Competitiveness Index or CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development.
The competitiveness index ranking is done annually. The ranking has a total index value of 100, representing a fully competitive local unit. The index is composed of five core components with each component representing about 20% of index value, to with:
- Economic Dynamism – 20%
- Governance Efficiency – 20%
- Infrastructure – 20%
- Resiliency – 20%
- Innovation – 20%
