The Bicolano vote generally is an opposition vote when it comes to the national elections and an administration vote in the local elections. This is what I found out when I did my paper, “Post-Marcos Elections and The Changing Mentality Behind the Bicolano Vote”. But with the sinking of the Palaka or Partido Lakas-KAMPI and the subsequent hopping of major players to Partido Nacionalista and Partido Liberal, is Bicol now on a stage of realignment?

Daraga Mayor Jaucian extends sympathies to Cong. Imperial’s family

Former Daraga Municipal Mayor and 2010 mayoral candidate, Gerry R. Jaucian, extended his sympathies to the family and relatives of the late Cong. Carlos “Papay” Imperial last Monday, April 12. Imperial died after battling with pneumonia and other complications at Medical City Hospital last April 11.
In the recollection of Mayor Jaucian, Cong. Imperial is a”Daragueño sa puso asin sa gibo.” Despite generating low election votes in his hometown, Daraga remained as a priority area for his congressional funds.
Sabi ni Mayor Jaucian, “Kan kita nagsirbing mayor sa Daraga, yaon si Congressman na pirming naka-antabay para kita suportaran lalo na sa mga proyekto na kung saen limitado lang an pondo kan munisipyo. Kaiba sa mga proyektong katabang niyato si Congressman Imperial iyo an mga infrastraktura arog kan mga tinampo, line canals, school and barangay facilities.”
It is also claimed that had it not for the desilting projects financed both by the Offices of then-Mayor Gerry Jaucian and Cong. Imperial since 2001, the destruction and death brought about by Typhoons Milenyo and Reming could have been greater. “Posible pa nganing napa-atab an distroso kan mudslide asin flash flood kun bako sa congressional fund ni Congressman,” dagdag pa ni Mayor Jaucian. The mudslide and flashflood was an effect of the build-up of volcanic materials from the crater of Mayon Volcano.
Cong. Imperial is also instrumental to the creation of Bicol University and the Bicol Regional Training and Teaching Hospital. He is also one of the founding members of the Bicol Bloc – one of the recognized groups in the Congress and noted for delivering solid votes.

“Dahil sa mga itinukdo niya asin tabang, ipinapaabot ko, kaiba kan sakuyang pamilya, an udok sa boot na respeto kay Congressman asin pakikisumaro sa saiyang mga nawalat.”
Si Cong. Imperial ipinangaki kan July 13, 1930 sa Daraga asin ngonyan nasa edad na 79.

LEGAZPI CITY — Albay province is mourning the death of former Albay second district representative Carlos “Papay” Imperial, at about 9:30 am Sunday of Pneumonia complications at the Medical City Hospital in Pasig City.
He was 79 years old.
Imperial was rushed to Manila for medical check up before the Holy Week and was confined at the Medical city Hospital for treatment as his body resistance grew weak. His body will be brought to his residence in Rawis, Legazpi City on Friday, April 16, according to Susan Ante, his personal secretary.

Unlike the other provinces, Sorsogon is towards geographical consolidation rather than division. It should be noted that in 200_, the Municipalities of Sorsogon and Bacon merged to what is now known as the City of Sorsogon. Hence, no moves to divide the congressional districts of the province occurred.
But while there is geographical consolidation, the case is otherwise in terms of politics. especially in the Second District. The candidates are as follows:
